i think it was more a team error for the speeding under the safety car as both lewis and jenson were reported for it.
this sugests to me that the team had set the incorrect delta time for a safety car on both cars and the drivers were driving to that delta.
lewis would have also got that drive through had he not taken hinself out before the stewards had time to impose the penalty.

on the same subject should a driver that speeds under a safety car then crashes out not still be punished as the offence had still been committed but no punishment had been served by the driver.

such a thing as a place penalty for next race would serve to inforce the rule.
