At any meeting I've been to, cars and karts alike, a red flag period is always parc ferme conditions. Even in something like a 24 hour race, you can't work on your car during a race stoppage. If you're in the garage the car must be rolled out to the pitlane. If your car cannot be rolled out you can't go anywhere near it.
In F1 though they have:
"cars may be worked on once they have stopped on the grid or entered the pits but any such work must not impede the resumption of the race"
They can only enter the pits if directed to do so (e.g. the start/finish line is blocked) and any work they undertake cannot impede the restarting of the race.
Certainly doesn't make sense that cars can be repaired during this time and certainly not tyres changed. The race is suspended and should continue, as closely as possible, with the same set of circumstances as before it was suspended (accepting that cars will restart line astern).
