Well.... duh..... We'd all argue for better driver training and better drivers on the road. However, it's an argument often used to obfuscate the discussion; taking it away from the subject of speeding into another area where the debator feels on more solid ground. In an ideal world all drivers would be able to set their speed at the appropriate limit for the conditions (not just the weather sort). But again, your argument says nothing about why there should not be an upper speed limit in place (fixed or variable).

The reasons why an upper limit should be in place are obvious. What, apart from ones own impatience, would the reason be for removing the upper speed limits?

Remember, to answer this question you would have to reference the negative aspects of speed limits or, as a minimum, why the benefits of not having them would outweigh the benefits of having them.
