As mentioned, it is an emotive subject and unfortunately, we get bombarded with slogans like 'Speed Kills, Slow Down' which have a tendency to taint our reasoning.
To take your point Alan, the vehicle doing 35mph would be in a different position to the one doing 30mph and therefore, if the pedestrian stepped into the road at exactly the same time, the one doing 35mph would miss as it would be further up the road due to it's higher speed. This helps to demonstrate my earlier point that accidents very often have split-second timing.
I reiterate: speed is a factor, not a cause
