I think you are spot on rich, it isnt simply speed kills.

Outside schools, parks etc should all have speed cameras and in some instances the limit lowered. I know near me they run a "20 is plenty" advert near them and I would have no problem with that being policed.

70 on a deserted motorway though if far too low. Most modern cars can cruise at 80, 90 or more no problems and are far more efficient braking than the Triumph Heralds, Ford Anglias et al from when the speed limit came into force.

There needs more variable limits taking into account the driving conditions of the time. New drivers should be limited to 1000cc (and a set bhp limit) for the first 2 years of driving and maybe even be banned from motorways untill a further high speed test has been passed.

The police also need to look into other driving issues like lane discipline that is arguably more dangerous as pure speeding. On the spot fines without points should do it.
