You first point is largely correct. However, it is not relevant because cameras are also easily "disabled" for those who wish to do so.

Regarding a "non-standard" interface, that is not entirely true. I cannot think of a single modern car/ecu that does not have a CAN interface. Flashing an ECU is a matter of seconds and the software for a speed limiter would be trivial. As you have readily pointed out, the speed limiting bit is not where the difficulty lies, it is detecting the current speed limit that poses more interesting problems. However, I cannot foresee how such problems would be insurmountable nor have to come at significant cost.

As one example, if I were to develop such a system I would probably use something similar to RFID or transponders as used in karting to actively identify speed limit areas and use a Wifi type network to transmit information between cars. Each in vehicle system would transmit its currently detected speed limit and statistical analysis would allow the vehicle to determine if the detected limit was correct based on the limit detected by the cars around it. The system could also then be used to actively detect the speed of traffic or have variable speed limits sent to it. Of course, I have not fully considered all the ramifications and difficulties, but such a system would certainly work at a proof of concept stage.
