It could be a dropper resistor for reducing the fan speed. The water temperature sensor may have two terminal and be a two stage unit, high and low speed fan. That resistor or shunt is a high wattage device and is probably only a few ohms in restistance. Sometimes the fan needs to come on after you have switched off the engine due to heat soak and it will switch on the fan at reduced speed to cool the radiator. Is it broken or are you just curious as to its function? The only other fuction I can think of is that it reduces the headlamp intensity if you have the headlights on and then switch the ignition off.. Only a circuit diagram would reveal the real function. I will see if I can find a diagram of the Micra and have a look.
