Licences should be stepped 33bhp/100bhp/unlimited regardless of age and there should be some way of prooving that you've had experience with each catergory. The trouble is that riders used to have a moped for 12months, get a 125 when they were 17. Pass your test and then buy a 250 or 350cc bike and so on, until they reached the realms of big bikes. Now most people seem to wait until they are old enough to afford insurance and do a 4 day course and hop straight on an R6.
As for banning them...I don't like them unless they are on the track, but it smacks a bit of the TT debate. The UK's appetite for full on race reps is dwindling and riders are realising that the Retro/Adventure sports/Sport tourers make much more sense than squeezing onto a micro missile designed for a 5ft Japanese person.
