--Yes but they'd still have new customers coming in (paying the increased premiums) who had crashed with a different insurance company (and if they're a good business, they'll have at least as many new customers as they have leaving) The amount of money going into the insurance companies collective bucket would still be the same.

-- Well yes, this is the whole reason for insurance. If only minor crashes or injuries existed then there would be no need for compulsory car insurance. However I don't see why the current system of spreading the cost between all young drivers can't be adapted to be a system of spreading the cost between all drivers AT FAULT.
