isn't everyone over complicating this rather a lot? Sure cars these days have a lot of downforce, but the other single biggest influence on how they go round corners would be much easier to patrol.... tyres.
The FIA succeeded in reducing straight line speeds and power, but tyre technology has progressed, thus we have the equivalent of TKM kart's going round with KF tyres on (Over gripped and relatively under powered compared to olden days!) How much more fun would KF kart's be with Maxxis tyres? Teams will always fight rule changes that change downforce levels, and will find ways around it such as the diffusers from last season, but they can't get around a control tyre.
The only problem I could see is getting a tyre manufacture to deliberately develop a tyre that is essentially... rubbish.
