The Handford Device is an emergency stop gap. It would only be a matter of time before the teams found a way around it - bearing in mind that there are limitations on how big you can make the Handford Device in relation to the balance of the car.

The F1 aero problem is much greater though. The FIA will need to mandate a complete neutralization in order to cut costs and improve the show. There really is no other way. I agree, they'll have an uphill struggle convincing the teams, many of whom have enormous amounts invested in their aero departments.
