It could be said that all accidents are 'freaks'. Avoidable in hindsight, but by definition they are accidents.
I've been thinking on it some more - accidents with full fuel tanks are probably less predictable at 100 - 200mph than the 0mph in the pit lane, which is a more controlled area. More fuel could mean a higher %age chance of damage to a greater fuel tank area and fire. Sorry to be slightly sceptical if I see potencial increase in unnecessary risk, I do think its a safety issue.
