Altough I agree with the principle.... you are missing the subtlety....
If VAT was a good, FAIR and equitable tax which needs NO 'tinkering', why not put it on ALL items..... such as children's shoes....?
Secondly, when Lorries do MUCH more harm to our road (surfaces), shouldn't THEY pay a higher part of the road maintenance cost in higher RFR taxes? If*A*L*L* RFT was abolished (under your new rules) ..... wouldn't there be MORE lorries on the roads????
Wines, spirits, beer, and Cigarettes (!) cause LOADS of social and medical evils. Are you suggesting that we SHOULDN'T use the taxation system as a way of reducing demand for these things?
You may see the point of ONE or more of those questions but, even if I have 'missed' your target, I think you can see that there must be PLENTY of places where more specific taxes or RATES of taxes should apply to maintain the equitable balance?
