As somebody with first hand experience of how the French conduct themselves in sport, this is no surprise.
In fact I would go further and say that cheating in everything from sport to business to warfare is endemic in the French, don't blame the individuals, they can't help themselves, it's the culture and the way they were bought up.
If you think it's bad in football, it's nothing compared to karting. A group of us (Anglophone karters in france) were discussing this the other day. Between us we could not come up with one name who we know in karting, beyond basic newbie club level, who have not been caught cheating or at the very least strongly suspected* of it (this includes some big names). Not one single competitor out of the hundreds we have come into contact with, most of the regular competion have been caught several times. They have no shame about it but seem to think it's part of the sport, if you are never caught, it's not because you're not cheating but just because you're better at it and once you're out of parc ferme nothing matters.
*i.e. coincidentally failing to start from pole in a final, when a certain check is being set up for parc ferme.
