Lets face it, the biggest cost in recent years is the constantly changing rules.
Everytime you change something it costs money to maximise the car for the new rules.
The rules should maybe be fixed for say 3 years at a time.
After the end of the first year the rules should be decided for the next period. This gives everybody 2 years to prepare so everyone has a chance not just the big money teams.
To avoid any team getting it "so right" and winning everything there should be a system of win penalties. Enough to slow them down a little but not enough to make them uncompetitive.
We all want to see a full grid with atleast 50% having some chance of winning or fighting for a win.
A significantly more powerfull Kers system would be good with the ability to save up maybe up to 3 laps of boost. You could then outwit your opponent into using theirs up first to defend their possition. No on or off. Each time you press the button it's 10 secs.
F1 should be the modern day gladiators. We want to see our favourite team/driver slugging it out wheel to wheel. We don't want to see things won in the pits or in some wind tunnel.
They can still be Hi Tech and fun.
