Yes, the weather is the crucial thing..but we've had some cracking holidays in Scotland...a cottage on the West coast on a sea loch felt so remote and quiet, yet only an hour or so from Glasgow...and until we had kids, every Easter we used to go skiing at Glenshee...the skiing can be far more challenging than the Dolomites!!! (at least it used to be until the onset of global warming...)
One thing that's apparent in Scotland is how many foreigners go there...lots of Italians in motorhomes, and Germans on big touring motorcycles...and if you know where to go, there is some fantastic regional food to be had, as good as anything in Italy or France...smoked eel and fresh langoustines at the Loch Fyne Oyster Bar is highly recommended!
It's fine taking a holiday in the UK...but generally we've either treated it as a bit of an extra break (after taking our main holiday abroad)...or during "in between years" after we'd not got much money..due to either blowing all our money on a fancy resort holiday in somewhere exotic or a month's touring Europe.
