F1 reg's what would you want?

What do you think would work, to create technical innovation (car makers used to race to test), create racing and overtaking?

My brief ideas

Aero -
Simple front and rear wings, with limited elements.
No ugly bolted on wings and barge boards etc, help the air leave the car cleaner to help slipsteaming

engine -
Open - rotary, 2/s 4/s, however many cylinders/valves etc, but more expensive metals are not allowed.
Engine size to be no greater than 2 lites with some form of forced induction (turbo/supercharger), or 3 litre without.
Maximum fuel for the race being set at say 70 litres (or whatever is reasonable) whether the fuel is petrol, diesel, alcohol etc. with no refueling.

Tyres
Proper slicks.

Weight of car to be a minimum 725 kg's, to help reduce need for overly expensive metals to reduce weight.
success ballest - 1pt = 1 kg more
