I FULLY understand your frustrations....... eBay and its sidekick PayPal are an open invitation to conmen and scammers.......eBay`s charges, for selling in particular, are hideous, whilst PayPals are, quite simply, a joke.
I have had loads of problems when selling items, quite legitimately, on eBay, where idiots have bought, then, quite simply, have changed their mind. I have contacted eBay asking for cancellation of selling fees in these instances, twice they have refused, and once agreed, but then still took the money anyway (and when that happens, just try and get it back).........
Both eBay and PayPal are a law unto themselves, Paypal in particular, who act like a bank, but fall under no banking legislations, so basically are allowed to do what they like, when they like. I have monies tied up in my PayPal account simply because when I try to transfer it to my bank account, for some reason, they don`t recognise the account, even though it is the same one that I have always used with them!!!!!
Trying to contact them is a joke, and, like you say, despite all the claims of "payment protection"........you have absolutely NONE, it truly is a case of `buyer beware`
I just might, on occasion, buy a few small item on eBay, but I would never make a significant purhase, certainly not from an individual, but I will never, ever, sell anything else on that auction site
