'a)In what percentage of FATAL (lets keep it simple) accidents do YOU think someone was speeding'....as i stated before thereis no such thing as a road traffic accident,as someone or something is always to blame, an accident indicates that no one or nothing was to blame. Thats why they are called a road traffic collision...the percentage of fatal road traffic collisions that I believe speeding was involved in is 100% because if the parties involved where driving to the road, weather and condistions there would not have been a collision.
'b)At a given instant in time what percentage of drivers are ACTUALLY speeding'....you tell me as i dont have these figures, but you will have.
You clearly believe with out knowing me that i am a speed knocker.....if i was would i let my son out on a kart??? yes i do believe there is atime and place for speed and that does not include the public highway.
