Well for the most part I was the driver or passenger in the car, and so I know what speed WE were doing. And there was, as it happens absolutely no question that others were going over the posted limit in those I have seen.
And yes someone did die - crossed the central reservation (thought to be on her mobile at moderate speed and was hit by the car in front travelling at no more than 45 in a 70 limit. And I was the first to see how she was... So don't give me emotional clap-trap.
Some were going too fast - an idiot doing 40 on in a 70 limit - on packed snow, a tractor doing about 20 in a 30 limit with an unstable load. A complete nutter doing about 50 in a 60 limit - just happened to be on a sharp bend where the road was only one car wide.

Speed limits (unless variable)- even lower ones, enforced or not, would have had no effect on any them.
