Right, so you both agree that we have some drivers on the road that think they're great, but actually aren't. (Question 2) You also both agree that these drivers should be stopped from reaching speeds they aren't capable of handling (Question 6) However, the issue seems to be in question 7. You both say forcing **everyone** to slow down isn't the only way to practically enforce your answer to question 6.
So the issue seems to be how do we choose who can go at higher speed and who can't? I can't see a way we can do it without costing a huge bundle of money in assesment centres, and even then - would that be fool proof? How do you think it could be done?
