Where I am coming from is that: 1) Speed limits are arbitrary (even itpro agrees that) 2) Sometimes they are too high, sometimes too low, depending on location, time and other circumstances 3) When breaking the limit has, by the standards of a sensible assessor, has no significant safety impact, I don't get upset about it.
4) When it does have a safety impact EVEN IF IT IS BELOW the posted limit I AM concerned. (And you want to see my emails to a local farmer if you don't believe that)
ie I am not concerned about legality (the arbitrary nature or the limits makes such concerns spurious) BUT I am bothered about SAFETY.
Regretably I suspect itpro's and, I fear, your priority is over legality NOT safety.
