"Yes there a places where people regularly speed, but it really doesn't matter"
Well it would matter if they had an accident with someone....like you for example! The speed they travel at would be classed as an unreasonable Speed, putting people in more danger than can reasonably be expected. The dangers of a higher speed is very easily explained with very simple physics, you don't even need the accident figures (which you seem to dislike for some reason). You can clearly see that an accident at 30 will have a dramatically less serious outcome than an accident at 40. That goes for ALL accidents, no matter what caused them.
That is why the speed limit must be enforced. And based on what you've been complaining about, (i.e. police officers spending too much time on speeding) the solution is more unmanned speed cameras.
Yet you don't seem to like this solution, I really don't see where you're coming from. (Well I do actually, I suspect all you want to do is speed with no chance of being caught & are desperately trying to justify it.)
