Here's two changes I would bring to licensing: 1) Testing should be done by Traffic Police allocated through rotation from the mid- to high ranking traffic officers, not by professional testers with a tick sheet; and include all the roads (excluding motorways) and exclude motorways driving for the first 12months of driving, pending a further motorway test; 1) a. first year drivers display a special plate to identify them. 2) Re-testing on a regular basis, theory only unless first test is failed in which case driver goes back to "L" plates until a successful pass of a full theory and practical re-test.
For every infringement (illegal parking, improper use of motorway lanes etc.) on the roads the license is revoked pending a theory retest. If the driver passes he gets the license back intact, if the driver fails see point 2) above!
Soon enough you'll get every one back through the Highway Code! And will weed-out those that simply shouldn't be on the road! The scheme will pay for itself through retest fees! Win-Win situation for the roads, Police and DVLA.
