Tangler, you're assuming that the speed limit for a particular stretch of road is a safe speed at which to travel on that road in all conditions. Speed limits are set by people who know little more than we do and quite often you'll find they're wrong. Many of the B and C roads in the country are fixed with national speed limits and the vast majority are positively dangerous at 30mph let alone 60mph.
Second, while the speed limit is a limit and not a recommendation, you'll find that most people drive at that limit or slightly above it. Take a trip on a motorway today and see how many cars are driving BELOW 70mph... you'll find its the minority.
I'm not saying that its right to drive above the speed limit, because that's encouraging people to break the law, but by the same token its equally irresponsible to tell people that the speed limit is always the safest speed at which to travel a piece of road in all conditions because it most definitely is not.
Of course, the most dangerous drivers on our roads are the police who travel at whatever speed they like and are statistically more likely to be involved in an accident than you or I !
