Err...I'm prepared to say that there is never any conditions where it is safe to travel above the stated speed limit. And I think I'm applying basic logic. I'll also say that there is never any conditions for safe travel at the speed limit. Ultimately because, driving is not safe!
Obviously, driving at 5mph everywhere is not practical...but driving any faster and you'll increase the dangers exponentially.
Driving faster will not only make you effectively take longer to respond, it'll also increase the severity of the incident you have. Driving at 70mph is still very dangerous, but is a compromise between safety and actually being able to get places. Driving faster than what is already a 'Safety-Speed compromise' (biased toward speed) is irresponsible imo.
