How the hell can you say it's down to something other than the driver of the car to control speed.

Thats like saying its up to food manufacturers to make every bit of packaging bio degradable because some a--- h--- can't be bothered putting their litter in a bin.

No, you set rules and enforce them and if you can't judge your speed within 20% either way of the speed limit then i really don't think your safe to be on the road.

Obey the speed limits, it's simple and safer. End of story.
