My suggestion for snow chains was for those amongst us (in general not the forum)unable to drive on a bit of snow.
For the councils to invest in snowploughs would be a further waste of money that would lie idle for years ,and probably need a total refurb when actually needed after standing for so long, however, having said that even though mine's a 4x4 I do still have snowchains from my days in Germany and Norway and they MAY come in handy one day.
Studded tyres for a trip into town then change them for unstudded for on the way home ,LOL, don't think many people would do it for more than one day.
One thing that may be helpful tho should such weather conditions be iminent in the future,what about a 5 minute section of Top Gear and/or ads on TV giving basic driving tips for such conditions.(a bit like those 1980s nuclear kiss your A** goodbye info ad's).Plenty of evidence around that a lot of people DO NOT KNOW how to drive in snow or skid control.
