Such muppetry from some people !

Ever noticed in a stream/River especially near a weir you quite often get a small whirlpool effect?

That is the building block of the ice disc a small patch of surface ice catches up in this vortex and spins , as it spins 2 things happen (1) more ice forms around the periphery (2) the spin rate reduces pro rata to size weight as it is still the small vortex which is powering it.As it is spinning the disc shape is maintained.

Quite common in Norway. Bit of a novelty over here though.
