I don't really care whether the plastic is there or not but your argument is heavily flawed.

Produce any statistics that say they don't improve matters. As opposed to you view at a few circuits in the UK.

So we can't compare 60s karts with modern day, but we can early 90's with modern.
Come to think of it, I can't remember reading anywhere that the plastic is supposed to reduce the chance of roll over. However I can safely say that I'm glad I got hit in the back while rolling around on the track at dunkeswell by a plastic bumper rather then a nerf bar.
