Wasn't this whilst Hamilton was also off the circuit? You can pass anybody under yellows that isn't on the circuit go the right way at reasonable speed. Also, you have no idea what penalty may have been handed out, since Kimi promptly stuck it in the wall.

If the FIA are so blatantly biased, why not simply let Massa keep the place? Also, Race Directors do not hand out penalties, therefore the race director is the wrong person to ask. The stewards are available throughout the meeting and always willing to talk to competitors. McLaren should ask them next time.
Regarding the non-appeal of a stop-go penalty, this is the only way it can be. A stop-go is used when the stewards feel there has been a clear contravention of the rules that would be adequately punished with a stop-go. These can't be appealed because they have to be served during the race within three laps (or a time penalty applied of less than x laps are remaining).
