the initial answer is "yes"
but if its 0.1mm away it sounds like they have already been skimmed, but conservatively......but even I have seen some heads that are bang on the head limit at 43.80......and the no-go gauge slips over - oh dear!.....dodgy territory.....hence for the head most are machined a bit above the legal limits just to be safe in scrutineering.
each 0.1mm skim is worth 0.36cc......the head volume is around 19cc or so (for a crap one)......so a 0.1mm skim is 1.9% of the head volume, which in case you were wondering is a big relationship to performance, hence people spend so much time skimming heads and blocks to the limits, then running oil in the fuel on test days to increase the compression ratio.
