The procedure for lodging a protest (or appeal) is set out in the Blue Book and that does state that the reason for the protest must be given.
The officials may refer the protester to sections of the Blue Book that might help but otherwise should not give advice on completing the protest - some parents might take legal action against an official if their advice proved incorrect!
The top finishers will be taken to scrutineering who may or not check something but they would be unlikely to take an engine apart (except for after the final) unless there was a strong case for doing so.
In this case, the protest was for at least 9 engines and a range of parts - it was probably not practical to do those checks at the track.
