Hi, you are not being thick, you just need to read on to the end of the section where is states you can machine the cylinder head mating surface to achieve 73.80 - and meet other measurement criteria or words to that effect.

Problem is, if your head is already 73.80 you won't be able to remove any material. And don't be tricked into thinking if it's 73.80 already it must be good! because chances are it isn't and it just means the head has a low rocker cover face.
