It has nothing to do with additional grunt (that is just a bonus)but rather equalising performance and cost.
Cadet dads have forced the price of 160 motors to levels that prokarting would be difficult to categorise as a budget class. Further, there are SP motors and there are SP motors. The fact that they are stamped SP does not equalise the performance. I did argue this point when the T2 was introduced and it would have been the easiest thing ever to have implemented but the need for the biggest possible engines outweighed the need for equality!
In answer to your questions:-
The engines are sealed – right ? How & when has that ever worked ? - Rotax Are they built with any regard to the present rules ? eg ign timing. - no - built to a dyno output Will these be available from other engine builders than RPM, and if so, bearing in mind the vagaries of dynos, how will that work ? - no.
