I thought the current regs were quite clear visually in relation to where the magnet is in relation to the coil at TDC. Perhaps the word 'should' could have been replaced by 'shall'.
Both of those pictures will relate to specific timing measurements, be it linear with the piston or angular with the crank which we can set the timing to.
I do agree with your comments regarding making the T1 a bit more equal, but unfortunately the engines have such significant differences that there will always be a performance difference somewhere within the rpm range. I suppose the fact that the engines are less than £250 delivered means it is affordable to go out and buy a T2 and swap over the fuel pump, exhaust etc from an old T1 - that's the route I'm taking anyway.
