When fitting a new disk it is a good idea to change the pads too. Each brake disk forms a surface compatible with the type of pad used due to a chemical reaction between the friction materiel and the steel of the disk itself. When changing type of pad the lack of retardation can occur if you change brand or compound of pad, even some pads from the same manufacturer, Mintex for example. If changing pad type you should either skim the disk or de glaze using emery cloth to allow the disk to accept conditioning to the pad. You could try de glazing the pads to get rid of the used surface and get to the original compound underneath. Iin cars Mintex used to make us change the disk if we switched compound from 1155 type to 1166 ( harder) pad as without there would be poor brake action or feel.
