When the MSA went out to tender for the new engine they stated that it had to be slower than the exising championship engine (comer) and that other cadet classes would also be restricted to be slower than the new engine.
The reason given was that cadet classes were getting too fast.
One problem with cadets is that the age range from 8 to 13 (could be almost 14) is perhaps too wide for the starter class. It is also the class where you are most likely to have novices who have just passed their ARKS on track with drivers with 4/5 years experience.
