Bit of a legal 'grey area' this !
Legally I would say there is nothing you can do unless you can prove the engines were making a dyno recorded output, prior to handover for rebuild, and you can compare this with a post-build dyno printout of the same engines.
The only recompense would be to 'NAME & SHAME 'the company however unless you have clear cut evidence this could be termed slander.
