This happens already as officially the comer enginehas to be slightly faster than any other cadet engine - as comer is used for the MSA British Champoionship. I believe that part of the tender conditions was that any new engine should be slower than the current comer. So, if the new championship engine is slower then all other cadets will have to be made slower either with some form of restrictor to the engine, carb, exhaust or with a higher weight limit. When you see young drivers in Europe coping perfectly well with the faster speeds of mini 60 etc then it seems silly to make our cadet engines slower but it looks as if that is the case.
