The current buy back system has two flaws in my opinion. First one is easily sorted, rather than first come first serve, you set a time limit for bids. At the end of which a draw is held to see who gets the engine.

Second would seem to be harder, imagine you bid for and buy an engine and subsequently get disqaulified for an illegal modification that the previous owner had performed. This is why countries that operate a full buy back system have a full engine strip and rebuild built into the buy back process.
