Engine mounts

Specifically, I run a Honda engined Zip Storm Cadet but I think the same question applies to all types. When I first got the beast and took a close look I was shocked to discover that the engine is mounted metal to metal with no anti-vibration material at all. I concluded that it obvioulsy wasn't necessary but something in my mechanical sensibilities just doesn't like it. I can think of 3 possible answers: 1 - just not legal, 2 - makes no difference, 3 - causes problems with the chain. Nevertheless, I'm curious. Any comments? Would it be legal to fit some rubber somewhere?
