Above 6000 is very dependent on friction, or lack of it, in the valve train. New rockers are very variable in the ball joint and can hold back the revs as can, cam followers, even valve guides. Even different valve springs can sometimes add or subtract a couple of hundred revs.

However, I've spent hours trying to work out why one bare head from the same batch and to all intents and purposes identical to another, gives a completely different power curve at the top end.
