You're right 'control' engines done badly is the worst of both worlds. We've done two French championships under these conditions and it was a complete Farce with totally unequal engines, but with the best ones still seeming to end up with the 'right' people.

However, this was kept a very close secret and so the Formula was very popular, just the idea of getting equal equipment bought in many more drivers and the press loved it. A well known F1 champion was so impressed with the idea he even entered his son. (He came last)

So it needs to be done properly. The first premise would be that engines must be and remain equal, secondly they would need to be quick and easy to remove from the kart.

Thus when you run a series you put in place a few simple rules to reassure people, such as:

Nobody gets the same engine twice.

Everyone gets 1 or 2 wild card engine swaps during the season.

The first 3 qualifyers get a new engine for the final.

And the 1st 3 engines get stripped after the final.

As everyone seems very fond of saying, simples.
