a fine cutting disc on a grinder will also work if your careful. Generally unless the bolt is really seized and you do not press down hard on the bolt the rotating action of the cutting disc will also loosen the bolt. More odten than not i have been able to take the bolt out in one peice by the time the disc has cut 80% through.

Nice and light touch and you suddenly hear a 'CRACK' when the tension in the hub stretches the bolt just enough to be able to take it out.
