The reason the TKM 4S was built was due to the original planned move by the CIK from 2 stroke to 4 stroke due to emissions etc.
Then the Italians moved the goal posts!

A lot of manufactures got there fingers burnt due to all the development costs in trying to get a 4 stroke ready for the change over . Biland, Swiss Auto Vampire etc were originally aiming for this move.

Tal-ko carried on with the development and aimed the performance levels to be as near to the BT82 as possible with the plan to run them together.
