Looks like it from the form althought round 2 say "For this round you need to purchase 1 set of slicks & 1 set of wets and an emergency
set of wets (optional) (if you did not seal at the previous round)." and it talks about Ł5 to seal the Wet at the end of a round.

I've not seen anytihng in any of the rules about this. Best read rules again. This could be an error on the tyre form.
