Were not talking about a race engine, were talking about a four-stroke karting engine that is not delivered ready to go. This engine, as we all know needs far more work than just removing the governer to become a race engine.
However for any karting pruposes it is in the interest of Honda not to need to provide a warranty. If they provided them without a governer, then the warranty would stand, therefore everytime you had a problem with an engine you could make a warranty claim. By leaving the governer for the buyer to remove they avoid this and a whole heap of problems.
As far as race engines are concerned I believe there is a potentially huge market worldwide for an out the box Cadet age engine that is truly equal and reliable. Every country has problems with over expensive cadet engines that aren't equal enough and or are too complicated and so are crying out for this sort of engine.
Suburu have had a good go but they missed the right power slot with only 5 and 10 hp engines, neither of which is quite right for cadet size tyres and gearing. But the principle is there, an ultra reliable, very equally powered, four stroke, capable of up to 200 hours maintanence free, (courtesy of a 5,600rpm eletronic rev limiter). So it can be sealed, exchanged, given out by lottery etc. etc. Whatever the promoter wants to get properly equal racing.
