I have a lot of dealings with honda and perhaps you give them too much and or too little credit, I'm not sure.
The fact is the GX160UT1 QHQ4 and QHG4 as an aftermarket engine sells in greater volumes that most other individual varaints of the engine. I'm not party to the exact figures. But Honda will and often do produce model variants for OEM manufaturers for quite obscure purposes ( carb de-icing modifications for concrete screeders for example). These variants will often originate from different production lines in different factories perhaps in different countries although they are made up of the same original parts. It's no secret that these are a good potential source of 'unusual' tolerence parts for selected parts engines.
But coming back to the original question. Imagine Honda suppied the G4 without a governer. How many GX160 would last the 2 year warranty period? Not many? Even though Honda say they do not guarantee race engines, how would they know/proove whether the engine was raced or whether you just did practice days? As it is once the governer is removed the warranty is void, end of problem for Honda.
