Taken from the words on 'No1spannerman'

take no notice of the tacho....take the airbox off and with a vacuum gauge set the carbs so they are drawing equally at idle. set the speed so you can just rotate the back wheels backwards with your hands when idling. i.e. the clutch isn't quite engaging. if you can't do this and the wheels are pulling out of your hands the idle speed is too high and when stationary on the ground will wear the clutch out. so really set it as fast as you can without the clutch engaging.
FYI the knurled screws are the idle speed
the smaller ones are idle mixture and should be 1/2 turn out from fully in.
